ATTEMPTING TO GET ALL 15 OF THE IAR BITS LIT, I DISCOVERED A BAD JOINT
When I was replacing bulbs that were not lighting, I noticed that the SCR and second bulb pin wobbled a bit more than usual. Looking closely, I could see that the solder joints were bad.

I am going to do a more thorough inspection of these boards, starting with the IAR board, and reflow every suspect connection. Hopefully that will result in all fifteen lamps illuminating under the Lamp Test function.
