TicTacToe demonstration debugged and added to the demo monitor

COMPLETED DEBUGGING THE PORTED APPLICATION

I did find a number of errors in the program from the original Fortran source, but once those were corrected the behavior was better. It is not a perfect program for playing, otherwise the computer would tie or win a bit more often, but it is decent. 

ADDED AS DEMO 9 TO THE DEMONSTRATION MONITOR

The museum docent flips up the 9 console entry switch and hits the Int Req key to start this program. It will end if the user enters an E followed by the EOF key.
